What's the point of 25 feet?

There are new signs on each of the doors, stencils on the pavement and smokers' poles, located away from the building.
The smokers' poles, also referred to as receptacles, should be used for the disposal of cigarettes as well as other smoker materials.
Despite these blatantly displayed restrictions, students and faculty can be seen smoking, standing on top of the stencils or in front of the signs. What's the point of the 25-feet rule if smokers will smoke wherever they want?
